They are the extremely wealthy in Russia, who became rich from the privatization of state assets in the 1990's. They were often active in the Komsomol(communist youth league). They are extremely rich but are not allowed to become involved in political affairs independently (Eg Mikhail Khodorkovsky)

-A law in 2008 allowed the government to shut down media that engaged in slander and libel, with the implication that criticism of the president must stay within certain bounds.
