VNUC- due to some unusual circ.
VRIATM- due to the nature of her work

- transfers, recoveries, towing severely restricted in ability to deviate
Secretary- means the Sec which the USCG is operating under
Inland Waters- shoreward of nab demarcation line & GL on US side of inter. boundary

Vsl Constrained by draft- draft in relation to depth, severely restricted in ability to dev. from crs

proceed at safe speed to take proper and effective action to avoid collision & be stopped within an approp. dist, to the "prevailing circ. & Cond.

a.Determining factors
a. "you should consider the maneuverability of your vsl, especially the stopping and turning ability when in dense traffic or around a concentration of fishing/other vsls, & around nav hazards. External factors such as wind, sea state, current & depth vs draft should also be considered. At night background light from shore and back scatter should be considered."
Rule 6- Safe Speed
b.with Operational Radar
b."radar can be a great tool to help you track the #, location and movement of vsls & give you a better estimate of vis. But considerations such as sea state, Wx, other interference's, & scale used can increase the possibility of small vsls, ice, or other objects not being detected in time. The equipments char, efficiency, and limitations should also be considered."
Rule 7- Risk Of Collision
a. all means avail approp. to the prevailing circa & conditions to determine ROC. If there is any doubt, ROC exists.
b.proper use of radar
- long range scanning for early detecting of ROC
- radar plottingor equiv method to detect objects
c. assumptions- scanty info, especially scanty radar
d. determining consideratons for ROC
i. no appreciable change in compass bearing
ii. sometimes ROC exists, even w/ appreciable change, when approaching very large vsls or a tow, or approaching a val at close range
Rule 8- Action to avoid collision
a. any action- to be in accordance w/ the Rules of this part & shall, if circ. of the case admit, 1. be positive 2. ample time 3. with due regard to the observ. of good seamanship
b. any ^ in crs & spd shall, if the circa of the case admit, large enough to be readily apparent (small/successive is to be avoided)
c. ^ in crs alone, if suff, sea rm.
1.in good time 2.substantial 3.doesnt result in another close qrtrs.
d. action results in passing @ safe dist and monitor until clear
e. slack speed- to avoid coll or allow more time to access, slacken spd or take all way off by reversing her propulsion

when required by circ of the case, take early action to allow sufficient sea room for other vsl
ii. vsl not to impede
not relieved of this obligation if approaching so as to involve ROC, shall when acting, have due regard for the action which may be required by the rules of this part
iii. vsl not to be impeded
remains fully obligated to comply with the rules of this part when 2 vsls are approaching so as to involve ROC.
