Each sate's constitiution sets out
laws, principles, organization and process of a government. It 1) spells out rights of citizens and 2) limits the powers of the government
In 1777 the Continental Congress approved
the first American constitution. Could pass laws and with 9 out of 10 states approving the laws could be passed
Compared with the states, unde the Articles Congress had
very limited power, they could pass laws but 9 sates had to approve
Maryland demanded that other states cede thier claims to western lands because
they feared that landed sates had too much power
Disputes continued to arise among states because
the articles didn't give the government power to resolve conflicts
Without the pwer to tax, Congress
had no way to repay debts
Britain refused to withdraw its troops from the Ohio Valley and Spain
closed its ports in New Orleans to American shipping.
Under the Land Ordinance of 1785, the Northwest Territory would be
surveyed and divided into townships
The Northwest Ordinance allowed a territory to request statehood if
a state had 60,000 free settlers
Many Americans saw Shay's Rebellion as
a sign that the articles of conferedeation did not work.
