State the policy for substance abuse
No one shall report to work under the influence or with ETOH on breath. While on duty, you shall not possess, sell, provide drugs or ETOH. You must inform you supervisor if prescription drugs may impair performance, failure to do so may result in discipline
Can Captains request drug or alcohol screenings

Documentation when submitting an alcohol or drug screening
-Supervisor will document on employee misconduct form
-Supervisor requesting screen shall be responsible for transport to city med services or ER
-Employee shall NOT be FORCED to submit test but will wait reasonable time for city rep to arrive
-We CANNOT physically search employee (call PD to do this in an area not controlled by the city)
-CANNOT confiscate prescription drugs without consent
-Employee will be informed that they will be tested in a confidential manner
Treatment will be availble in 4 ways, name them
-Self referral
-Formal referrals
-Positive drug test
-Settlement of proposed discipline
Self referral steps
-If employee thinks they have a problem, they can make a confidential appointment
-Counselor will make proposal for treatment. EAP will authorize
-Counselor will notify city that treatment is being implemented
Formal referral process
-If employee indicates possible problem, supervisor can contact EAP
-Employee will then be advised to go to EAP
-If employee test positive for drugs, formal referral will be implemented and treatment will begin
In the case of a positive drug test, whats the process
-The first time an employee tests positive , the EAP will advise city if employee is participating in a tx program. No other info is given
Settlement of proposed discipline
-If an intended NOID is to be given, the city can choose to waive it if treatment is in progress
-30% paid by employee

First offense procedure
Mandatory referral to EAP. Employee responsible for 30% of cost. If you decline, it may result in discipline. Positive lab results shall appear in employees confidential file
Second offense procedure
-Discipline will be imposed
-EAP will be used, but you will be responsible for 50% of the cost
-Lab results will appear in employees confidential medical file
Third offense procedure
Termination
