Tags that are temporary laminated signs (usually card or paste-board) that have preprinted instructions
and markings used to warn a person that the tagged system or component is
in an abnormal condition for test or maintenance activites, or is under operating jurisdiction of an organizational unit other than the operating agent.
Commonly used blocking or warning devices such as BLOCKING CAPS,
BANK IN SERVICE CAPS, and "Coat Hangers" are not tags.

BILLING DEMAND
This System consists of the Power System's Generation and Transmission System. It includes all equipment and
circuits down to the points of interconnection with the subtransmission system,
including Receiving Station stepdown load transformers.
BULK POWER SYSTEM
The maximum load which a machine, apparatus, station, or system can carry under specified conditions for a given time interval.
CAPABILITY
The effect of capacitance on an AC circuit.
CAPACITIVE REACTANCE
The load from which a machine, apparatus, station, or system is rated.
CAPACITY

CEBus
Is a thermal-electric facility which produces electric power from heat or other energy forms used primarily for residential beating or cooling purposes or in conducting a business enterprise other than
an electric utility. Such a facility includes equipment for converting heat or
other energy forms into mechanical energy to drive a prime mover(s), electric
generator(s), electric Transmission System or Distribution System switching
facilities and auxiliary equipment. The electric power producing portion of
such facilities may he owned or jointly owned by or under contract to the Department. These facilities may or may not be dispatched the Energy Control Center.
COGENERATING STATION
An assemblage of equipment for the purpose of switching Transmission System circuits, changing Transmission System voltage level and form from ac to dc and vice versa, and regulating voltage.
CONVERTER STATION
Period when the limitations of hydroelectric power supply due to water conditions are most critical with respect to system load requirements.
CRITICAL HYDRO PERIOD
This symbol when used in reference to a Customer Station denotes that
the station is electrically supplied from a 4.8 kv circuit on the Department's
Distribution System. The preferred designation for such a station is "4.8 kv Customer Station."
CS (Note that the symbol CS is an abbreviation
for commercial station).
This Station consists of a transformer(s), associated switchgear, and metering equipment installed usually on private property and dedicated to serve a single customer. The Department provides
the primary electrical supply to such stations at 34.5 kv, 16.5 kv, 13.8 kv or
4.8 kv. The station transformer(s) and associated switchgear may be owned by either the Department or the customer.
CUSTOMER STATION

DA
The load at the terminals of an installation or system averaged over a specified interval of time. It is expressed in kilowatts, kilovolt amperes or other suitable units.
DEMAND
That portion of the charge for electric senice based upon
the customer's demand characteristics.
DEMAND CHARGE
The ratio of the maximum demand of a system, or part of a system, to the total connected load of the system, or part of the system under
consideration.
DEMAND FACTOR
The load carrying ability for the time interval and period specified when related to the characteriistics of the load to be supplied.
Dependable capacity of a station is determined by such factors as capability,
operating power factor aid portion of the load which the station is to supply.
DEPENDABLE CAPACITY
These persons are
employees, designated by their superintendent, who have the authority to issue switching and tagging orders, CLEARANCES and OKs TO -;
declare systems and components IN and OUT OF SERVICE; coordinate
maintenance activities on systems and components under LOCAL jurisdiction.
All references to this person shall mean the employee
on duty in charge of performing the dispatching function.
DESIGNATED LOCAL DISPATCHER
This term as used with reference to preparation
for a Clearance means that an air gap or open space exists between all sources
of electric energy and the circuit or circuit component which is cleared.
DISCONNECTED
A person who controls the distribution of electricity within a power system.
DISPATCHER
A Bulletin that is one of a numbered series of documents entitled as such, and was formerly issued by the Chief Load Dispatcher. These Bulletins contain policies, criteria, rules, orders,
instructions, and procedures governing system operations. This Bulletin series is now a part of the Operating Bulletin series and willbe eventually replaced by the Operating Bulletin series.
DISPATCHlNG BULLETIN
An assemblage of equipment for the purposes of switching Subtransmission System circuits, stepping Subtransmission System
voltage level down to 4.8 kv, regulating voltage and switching 4.8 kv circuits.
DISTRIBUTING STATION
This System consists of the Power System's electrical circuits, equipment, facilities, and appurtenances used
in transmitting power at voltages below nominal 115kv. As such, this System includes as a part of its total system the Subtransmission
System. The points of interconnection with the Transmission System are at
the low-side bushings of the Receiving Station step-down load transformers.
Generally, the points of interconnection with Power System customers' wiring
is in the proximity of the supply-side terminals of the revenue meters.
DISTRIBUTION SYSTEM
The ratio of the sum of the individual maximum
demands of the various subdivisions of a system, or part of a system, to the
maximum demand of the whole system, or part under consideration.

A pipe or tube used to accommodate an electric power or
communication cable.
DUCT (CONDUIT)
Energy generated from water, gas, wind, or other source, that cannot be stored or conserved and is beyond the immediate needs of the electric system producing the energy.
DUMP ENERGY
The statement means that such equipment will remain "as is" unless
its use is required to maintain continuity of service
EMERGENCY USE ONLY
That which does or is capable of doing work. It is measured in terms of the work it is capable of doing; it is usually measured in kilowatt-hours
ENERGY
That portion of the charge based upon the electric energy consumed or billed.
ENERGY CHARGE
This Center is the primary
Headquarters for conducting BulkPower System and Distribution System load
dispatching activities and for substation monitoring and control. The center is
referred to in many older documents as the Load Dispatching Headquarters and all such references will eventually be changed to the new term.
ENERGY CONTROL CENTER (ECC)
Power intended to have assured availability to the customer to meet his load requirement.
FIRM POWER
Costs associated with investment in plant.
FIXED COSTS
Costs, other than those associated with investment in plant, which do not vary or fluctuate with changes in operation or utilization of plant.
FIXED OPERATING COSTS
That portion of the reservoir capacity which is reserved for the temporary storage of flood waters to reduce downstream
flows.
FLOOD STORAGE CAPACITY
A thermal-electric facility
owned or jointly owned by or under contract to the Department at which is
located a steam generator(s) heated by burning fossil fuel, by the fission of nuclear fuel or by geothermal medium, prime mover(s), electric generator(s),
electric Transmission System switchyard facilities and auxiliary equipment.
The Department does not include Cogenerating Stations in its definition.
GENERATING STATION
A plant boiler, turbine, generator, and associated system and equipment.
GENERATING UNIT
Storage held over from surplus
years to supply deficiencies of flow during dry years.

INSTALLED CAPACITY
An Instruction to this person is one of a numbered series of documents entitled as such, and is issued by the Superintendent of Load Dispatching. These Instructions contain policies, criteria, rules, orders, instructions, and procedures governing the activities and operations of this employee in the Energy Control Center.
INSTRUCTIONS TO LOAD DISPATCHERS
This symbol when used in reference to a Customer Station denotes that the
station is electrically supplied from the Department's Subtransmission System.
When such a station is supplied from a 34.5 kv circuit, the preferred designation
is "34.5 kv Customer Station." vote that this symbol is not an abbreviation for industrial station).
IS
This Management over a Facility or Operation refers to the manager in charge and
stationed at the facility or operational headquarters, the assistant manager in
charge and stationed at the facility or operational headquarters, and all line
managers above these managers.
LINE MANAGEMENT OVER A FACILITY OR OPERATION
The ratio of the average load over a designated
period to the peak load occurring in that period.
LOAD FACTOR (ASA)
A sudden reduction in the amount of electrical usage in
the power system, which may cause a turbine to overspeed.
LOAD REJECTION
The cutting off of electricity to specific consumers in a
power system in response to load demands in excess of generating capacity;
done to prevent damage to generating units.
LOAD SHEDDING
A condition in which a large
segment of the public is jeopardized or severely affected. These conditions can be caused by such events as a severe storm, widespread
fire, flood unrelated to storm, seismic disturbance, civil disturbance or insurrection, sabotage, and warfare. The existence of such a condition is officially established upon activation of the City's Emergency Operations
Center and/or upon recommendation for declaration of a disaster within
the City of Los Angeles by the City, County, or State Governments
(Operating Order 32).
MAJOR DISASTER
A condition that is one in which the Power
System's actualor projected capability to serve customer load is diminished to the extent that reports must be made to the Department's General Manager
and Chief Engineer, the California Energy Commission, and/or the Federal Department of Energy. These conditions generally affect a large segment of customers and involve some degree or substantial risk of load curtailment
(Operating Order 32).
MAJOR EMERGENCY
A below ground enclosed chamber (room), large enough to accommodate at least one worker, in which two or more ducts terminate and which provides access to make cable splices and terminations to equipment.

2. Interstate lakes, rivers and streams which are utilized by interstate travelers for recreational or other purposes.

NAVIGABLE WATERS
The statement means that such equipment is not
in suitable condition for operation. No switching or work is allowed to be
done on such equipment without arrangements with the load dispatcher or his representative. This statement is not used as a substitute for a Clearance or OK TO -,
NOT AVAILABLE FOR SERVICE
Electric energy supplied during periods of relatively
low system demands as specified by the supplier.
OFF-PEAK ENERGY
A spill of oil or oil related products, including oil
sludge, oil refuse, and oil mixed with wastes, from approved containments
under any of the following circumstances:
1. Any quantity into or upon Navigable Waters which violates State water
quality standards or produces a sheen or film on water.

2. A quantity in excess of 1 pint which was not cleaned up (removed) and may eventually be discharged into or upon Navigable Waters, including discharges into stom drains and sewers.

3. A quantity in excess of 42 gallons regardless of where spilled.
OIL SPILL
Electric energy supplied during periods of relatively high system demands as specified by the supplier.

This term is a statement from the load dispatcher that the involved equipment has been Disconnected from all
sources of energy and will remain so Disconnected for a period of one week.
OUT OF SERVICE
Generating capacity available to assist in meeting that portion of peak load which is above base load.
PEAKING CAPACITY
The ratio of the average load on the plant for the period
of time considered to the aggregate rating of all the generating equipment
installed in the plant.
PLANT FACTOR
The rate of which work is done

true power divided by apparent power
POWER FACTOR
A group of interrelated power systems, power lines and power users, also known as a network, or power pool.
POWER GRID
A hydroelectric facility owned or jointly owned by or under contract to the Department at which is located a prime
mover(s) powered by falling water, electric generator(s), electric Transmission
System or Subtransmission System switching facilities and auxiliary equipment.
POWER PLANT
For a generater, the speed at which the generator changes load.
RAMP RATE
Limits placed on operating conditions of a machine, apparatus, or device based on its design characteristics. Such limits as load, voltage and frequency may be given.
RATING
Power that must be supplied to a load to compensate
for the effects of inductive reactance or capacitive reactance.
REACTIVE POWER
An assemblage of equipment for the purpose of switching Transmission System circuits, stepping Transmission System voltage level down to Subtransmission System voltage level, regulating
voltage, and switching Subtransmission System circuits.
RECEIVING STATION
This refers to managers within the Power Operating and Maintenance Division at the level of Principal Engineer
and line managers above the Power Operating and Maintenance Division Head.
SENIOR MANAGEMENT
An occurrence which
involves implementing special or extraordinary security measures, oil and other dangerous substance spill control and cleanup procedures, air pollution
minimization procedures, or other management prescribed responses
(Operating Order 32).
SPECIAL ALERT / ACTION
That reserve generating capacity connected to the
bus and ready to take load.
SPINNING RESERVE
Auxiliary and other facilities for station use in a
generating, switching, converting, or transforming station.
STATION SERVICE
The generic name for Switching Stations, Receiving Stations and Distributing Stations
SUBSTATION
This system consists of the Power System's electrical circuits, equipment, facilities, and appurtenances used in transmitting power at voltages above nominal 4.8 kv,but below nominal 115 kv. The points of interconnection with
the Transmission System are at the low-side bushings of the Receiving Station step-down load transformers. The points of the interconnection with Customer Station disconnect switches
SUBTRANSMISSION SYSTEM
An assemblage of equipment for the sole purpose of tying together two or more Transmission System circuits
through switches, selectively arranged to permit a circuit to be disconnected, as in case of trouble, or to change the electrical connections between the circuits.
SWITCHING STATION
The area of a plant where the combined outputs of the
plants generating units are directed to a power system.
SWITCHYARD
A deviation of system actual frequency from scheduled frequency of magnitude 0.10 Hz or more and/or actual net interchange from scheduled net interchange of magnitude 50 mw or more.
SYSTEM DISTURBANCE
The total demand for power from the grid.
SYSTEM LOAD
A location where at least one Department distribution transformer reduces (transforms) its supply voltage to a secondary utilition voltage to serve one, but not dedicated to one, or more customers.
TRANSFORMER STATION
This System consists of Department owned, jointly owned or contracted electrical circuits, equipment, facilities,
and appurtenances used in transmitting power at voltages of nominal 115 kv and above. The points of interconnection with the Gen. Stations and Power Plants are at the low-side bushings of the step-up generating unit transformer.
The points of interconnection with the Distribution System are at the low-side
bushings of the Receiviig Station step-down load transformers.
TRANSMISSION SYSTEM
The amount of power that is actually doing work in an ac
circuit.
TRUE POWER
When a trouble case is Turned Over to Authorized Person, it means that the responsibility for locating and repairing the trouble is Turned
Over to him. In all cases, the circuit is considered energized until a Clearance is obtained from the load dispatcher in the usual manner.
