Definition of Icing Conditions:
COWL
Icing Conditions exist when the OAT or TAT is 10°C or below, and:
• Visible moisture in any form, is present in flight, or below 400 feet AGL for ground operations, or
• When operating on surfaces that are wet or contaminated
