Chapt 1-2 serve as programmatic statement; after his calling and equipping in chapt 1, we get his main topics:
1. Apostasy and indifference
2. Idolatry and syncretism
3. Faithless leaders/shepherds
4. Reckless disregard for warnings
The "Shepherds" motif in Jeremiah:
a) Shepherds go after Baal (2:8)
b) If Judah repents --> faithful shepherds (3:15)
c.) Shepherds aren't inquiring of the Lord (10:21)
d.) Shepherds are scattering the flock, God will appoint new shepherds (23:1-4)
Messiah and Jeremiah
In Jer. 23:4-8 the Branch of David will reign and deal wisely and Judah will flourish in their restored land.

In 33:14-18 God says he will remember his covenant w/ David and a Branch will spring up and justice, salvation, and flourishing will ensue.

Yahweh’s judgment, both in its present and apocalyptic forms, is transformed into salvation when his people accept his offer of grace and return to him with torn hearts and not just torn clothing (2:13).

God not only meets his people’s material needs (2:21-27) but gives his very self as well (3:1-5). He opens to all the security of Zion. This is the message of Joel.
