Anarchy
Ordering Principle of Anarchy:
-There is lack of order and organization. The system is formed by self-regulating units. Survival is the number one goal.
-The system selects those who will survive. Poland in 1700's did not. Did not form effective alliances. Weak government.
Effects of Anarchy
-system is based o self-help
-state must ensure own survival
-do things it doesn't want to do.

Structural Realism:
Balance of Power Theory
-Two necessary conditions for balancing to exist: world order is anarchic and states wish to survive.
-Assumptions: states are unitary, purposive actors. At minimum, wish to survive. Will use sensible means to do so.
-Means of strengthening self: Economic development and military build-up (Internal). Alliances, Sphere of Influence, Empire (External)
Structural Realism Definition
-Argument international politics determined by three factors: Ordering principle, character of units, distribution of capabilities.
Balancing
-How does one know that self-strengthening and/or external behavior is balancing?
-Forming unlikely alliances: ideologically incompatible. Historical Antagonists.
-Costly efforts at self-strengthening.
Examples of Balancing
-US led anti-soviet coalition: American Values (Democracy, Free Market, Self-determination) American allies included (Undemocratic regimes, social democrats, colonial powers, communists
- Internal: Financially costly arms build-ups. Conscription (can politically costly)

Other states perceive actions as threatening. Take actions of own. In end, everyone left less secure than before.
