What was the Civil Service Act of 1857?
Changed the hiring process for the public service to open competition. Introduced promotion based on merit. Attempted to unite the civil service starting with common hiring practices.
What was the Civil Service Commission of 1920?
It separated the political from the administrative. Ministers were deemed responsible for the political while career officials were responsible for the administrative. The DM is now the highest position in the bureaucracy.
What was 'The Golden Era' and when did it occur?
1935-57.
During this time the Canadian civil service was considered world class and very efficient.
What was the Glasco Commission?
It argued that the public service was archaic and hadn't been altered in 30 years. It said that the public service had become a complicated organization and was no longer doing its job. It proposed many reforms to the civil service, most of which the government agreed with.
What was the Lambert Commission?
It argued that deputy ministers had very few management skills. It stated that the government needed to save money and needed to work on management skills. All problems in government stemmed from the breakdown of the accountability system. Public servants could no longer be trusted on matters of policy.
What were Trudeau's reforms to the public service in the 1980s?
Deputy ministers could no longer rise to the top of their departments. They would need experience from other departments, most important central agencies. This would result in DMs with plenty of general experience but very little specific knowledge of their own department.
What is Public Choice theory and Agency theory?
These theories suggested that career officials would always have the upper hand on politicians because of their job security and influence on policy. Career officials would always promote their own self-interest which is generally not in accordance with the elected official's desires. Job tenure and access to information gives career officials the upper hand.
What is Public Service 2000?
Proposed reforms on the public service to implement business practices.
What is the Institute for Research on Public Policy?
It was founded in 1972 with government funding. It is a non-partisan organization that attempts to ‘improve public policy in Canada by promoting and contributing to a policy process that is more broadly based, informative and effective’.
What is the Canadian Council of Chief Executives?
This organization makes no claims that it is non-partisan. It acts like a lobbying firm and attempts to sway the government to implement pro-business policies.
