Authorized restraints issued by the Sheriff's Office consist of

Double locking handcuffs
The "Hobble
Restraint" device
Plastic
handcuffs and disposable spit mask
Restraints will not be used
as punishment
Double-locking handcuffs and case, as issued by the Sheriff's Office
shall be carried by all sworn, reserve, uniformed security guards, and corrections personnel in uniform
All handcuffs used shall be Peerless or Smith and Wesson hinged
or chain steel cuffs and shall fit the same key as that issued by the Sheriff's Office
All members will be responsible
for the efficient operation of their handcuffs
Handcuffs must be checked frequently
cleaned, and lubricated to prevent any malfunction in times of emergency
Only the minimum amount of officers necessary to achieve the desired restraint
shall apply weight to the subject's back while the person is in the prone position
Once the subject is in restraints (T.A.R., handcuffs, etc.), the restrained person shall be placed on their side, back
, or in a seated position as soon as practical
Individuals will not be left in a prone restraint position
any longer than necessary for officer safety
When possible, handcuffs should be passed through the prisoner's
belt to prevent stepping through their arms and bringing the handcuffs in front of them
The current handcuffing technique (speedcuffing) taught
by the Training Academy is designed for the safety of both the officer and the prisoner
The two methods of speedcuffing (standing and kneeling)
will be utilized when appropriate
Standing techniques are used
for low risk, compliant subjects
Kneeling techniques are used
for unknown risk situations or when space is limited
"Prone" handcuffing techniques are used for
high risk and/or non-compliant subjects
Officers must remember to handcuff
then search, being ever mindful of officer safety
When using these techniques and the prisoner is stabilized
the handcuffs will be double-locked and checked for fit to avoid injury to the prisoner
The accepted leg restraint device approved by the Sheriff's Office
is the "Hobble Restraint
The spit mask shall be used
as a restraint to prevent suspects/prisoners from spitting on officers
The spit mask will be applied
in accordance with manufacturer's instructions and agency training
The application of a spit mask may compound medical issues
affecting a person
If a person appears to be having difficulty breathing
a spit mask should not be applied, and rescue/medical assistance should be immediately sought
The Pro-Straint Safety Chair is a security-restraining device
utilizing a specially designed chair that provides an effective means of containment
The Pro-Straint safety chair will not be used
as a form of discipline or punishment
The intended purpose of the Pro-Straint Safety Chair is to provide a means of controlling inmates
whose behavior presents an immediate danger to themselves, others or property
The Pro-Straint Safety Chair is an important piece
of safety equipment
Each Pro-Straint Safety Chair will be inspected at the beginning of each shift
to determine its serviceability
All straps will be checked
to ensure that they are in good working condition, are fully extended (with slack still available for initial placement) and fully ready to be utilized
All yokes will be
re-attached to their locking mechanism
The Pro-Straint Safety Chair is an important piece
of safety equipment
Each Pro-Straint Safety Chair will be inspected at the beginning of each shift
to determine its serviceability
All straps will be checked
to ensure that they are in good working condition, are fully extended (with slack still available for initial placement) and fully ready to be utilized
All yokes will be
re-attached to their locking mechanism
The area supervisor will be notified when it becomes necessary
to utilize the Pro-Straint Safety Chair and should be present anytime an inmate is placed in
or taken out
of the Pro-Straint Safety Chair
The area supervisor will notify the Watch Lieutenant
of the decision to place an inmate in the Pro-Straint Safety Chair
Caution should be exercised to ensure that sufficient officers
are present to adequately respond to any aggressive or non-compliant behavior of the inmate
If handcuffs were placed on the inmate, the area supervisor will determine
if it is safe to remove the handcuffs for placement in the Pro-Straint Safety Chair
If handcuffs were placed on the inmate, the area supervisor will determine
if it is safe to remove the handcuffs for placement in the Pro-Straint Safety Chair
At intervals of 15 minutes or less the area supervisor
will determine whether the inmate has become compliant and the handcuffs can be removed
Once the area supervisor determines from the inmate's behavior
that it is safe to remove the handcuffs, the handcuffs will be removed
the Lumbar Support will be replaced
and the DHS will examine the inmate
If at the end of the first hour
the handcuffs have not been removed
the Watch Lieutenant will assess the situation
and determine an appropriate course of action
All Pro-Straint Safety Chair straps will be physically checked during the first two inspections
and periodically thereafter, and the restraints adjusted if necessary
Direct continuous observation of the inmate will be maintained
by a corrections officer until the inmate is evaluated by DHS
If an I-Block inmate is placed in the Pro-Straint Safety Chair
the inmate will be placed in his I-Block cell with the cell door closed and locked unless otherwise determined by the area supervisor or higher authority
Lights in that I-Block cell will not be extinguished
or reduced while the inmate remains in the Pro-Straint Safety Chair
If it is determined the inmate is no longer a threat to himself or others he may be removed
at any time and post restraint procedures shall apply
DHS will examine the inmate
Upon initial placement in the Pro-Straint Safety Chair
Upon removal of the handcuffs
if the inmate was placed in the Pro-Straint Safety Chair in handcuffs
At the end of each one-hour interval
until the inmate is released from the Pro-Straint Safety Chair
At
shift change
Upon release
from the Pro-Straint Safety Chair
Upon request, if an officer observes the inmate
in any medical distress
Immediately when an inmate displays any of the behavior
and/or physiological cues, indicating that the inmate is in acute medical distress
If an inmate placed in the Pro-Straint Safety Chair begins to hit his head
on the Pro-Straint Safety Chair in an attempt to hurt himself
the soft helmet will be placed on the inmate
with the Velcro straps facing the front of the inmate's face
The top strap will be placed across the inmate's forehead
and the bottom strap will be placed under the inmate's chin
The soft helmet will
not be altered in any way
Use of the soft helmet will be noted
in the appropriate report
After each use the soft helmet
will be decontaminated using universal precautions
All handcuffs shall be of standard
