Airport Certificate Manual (5 elements)
• Cert manual (approved by FAA) outlines procedures to be followed to ensure FAR 139 compliance – “working doc”, airport manager “leaving instructions”
• Contains:
o Snow and ice control plan
o Safety inspection program (report and correct deficiencies)
 Regular – daily look at lighting, marking, pavement
 Continuous
 Periodic – fuel farm & assets 4x/year, Part 77 surfaces, signs, rubber build up
 Special – snow, aircraft incident, dea/alive critter, signs after dark, safety areas
o Wild life mitigation plan (or a statement of negative activity or no hazards)
o Emergency mgt plan (including ARFF)
 First vehicle needs to be at mid-point of furthest runway, with personnel in full protective gear, within 3 minutes
o Pavement mgt
• In emergency conditions the certificate holder may deviate from the requirements in manual, to the extent required – must notify FAA within 14 days after the emergency
FAR Part 139 - (regulation – focused on providing safe operation of airport)
• There are 4 classes (categories) of airports as defined by the Far 139: Class I, II, III IV (seatac is a class I, serving scheduled large aircraft of 30, small is >9)
o Class 1 – scheduled large and small, unscheduled large
o Class II – scheduled small, unscheduled large
o Class III – scheduled small
o class IV – unscheduled large
• Defines policies, activities and standards for safe airfield operations
• Regulation that governs land airports that serve air carriers with seating capacity of more than 30 passengers
