What is Nixon's New Federalism?
A period of time in the 1970s when Nixon gave grants to states and gave them power over bureaucracies (aka agencies with rules in a hierarchy like health and human services bureaucracies). He believed these bureaucracies were too big and not efficient.
What is Reagan's version of Federalism?
Reagan the the 80's believed that the government caused problems and that states should get more discretion over local programs to make the government more efficient. He did this through the use of block grants and believed that states would have to be more conservative with their money because they must have a balanced budget at the end of the year. Also liberal interests groups are less effective at a state level, so giving more power to states would stop these interests from entering government.
What is 90's style devolution?
In 1994, Republicans took a majority in Congress under Clinton. They wanted to extend Reagan's Federalism to municipalities to furthur break down the central government and give states more power. The 104th Congress (1995-1997) pushed devolution by giving block grants to ADFC (welfare for families) and other related program, and put programs like Medicaid on the national political agenda, separating political parties even today.
Trends in devolution today?
Most Americans favor devolution in principle but in doing so funding to programs is cut immensely. Americans do not believe that Medicaid, enviromental spending, unemployment insurance, and some other programs should be cut. But many do not opppose the cutting of funds for the AFDC.
