Why are the laws governing mental health work developed?

To protect the public from professionals who might otherwise take advantage of their professional status and clients' vulnerability.

Why are Codes of Ethics developed?

To protect both the public and the professionals.

Licensee v. Registrant v. Trainee

Licensee: fully and actively licensed by the BBS.




Intern: MFT Interns, completed your master's degree and have a registered intern number.




Trainee: students completing their required practicum as part of their graduate program.

Scope of Practice

Outlines what one can legally do as part of their profession from the state and they cannot do. Scope of Practice applies to everyone in your profession equally and is defined by state law. You can only expand your scope of practice through additional licenses.

Scope of Competence

Those activities that you have appropriate education, training, and experience to do on your own. Scope of competence applies to you specifically. Defined by your education, training, and experience. You can expand your scope of competence through additional training.

LMFTs in CA are allowed to do psychological testing as long as they meet 2 conditions:

1. Must have appropriate training in the instrument used.


2. Testing must be case-specific and within a therapeutic context that is ongoing.

California therapists typically cannot provide services to people in other states. Why?

Your scope of practice only applies in the state where you are licensed.

License Renewals: How long are licenses valid for and what is required to renew them?

Licenses issued by the BBS are valid for 2 years. To renew, you must complete 36 hours of CE hours, including 6 hours in law and ethics.

Exemptions from licensure: You are able to work as an MFT in a state that you are not licensed in only if.....?

1. You are a trainee or registrant under supervision.


2. Clergy, laws do not apply to religious leaders performing services as part of their religious duties.


3. When scope of practice overlaps in other professions.


4. Employees and volunteers in school settings, nonprofits, charity organizations, and government agencies.

Licensure Statuses:


Inactive status

If you stop seeing clients and eventually return, put your license on Inactive status (like when moving out of state or starting a family). Inactive status means you are exempt from CE requirements.

Licensure Statuses:


Retired status

If stop seeing clients permanently but want to retain recognition from the state, you choose Retired Status. Can keep on retired status for as long as you wish - but if you try to reactivate a license after 3 years, you must reapply for licensure and retake the exams.

To become an LMFT, you need:

Graduate degree, 3,000 hours of supervision, and pass both licensure exams.

MFT Trainee

Student completing supervised practicum hours. Cannot work in a private practice setting.

The experienced gained between graduation and licensure is called?

Internship - 3,000 hours of supervised experience to be eligible for licensing exams.

Practicum hour requirements:

total of 225 hours of direct client contact during practicum.





1 "unit" of Supervision means:

1 hour of individual supervision or 2 hours of group supervision



Supervision ratios for trainees

At least 1 unit of supervision for every 5 hours of client contact.

How long do interns have to submit their application for a registered intern number?

Submit application for registered intern number within 90 days of your degree. MFT registered interns can work in private practice.



Once an MFT in training registers with the state, how long can they keep that registration number?

Up to 6 years.

Supervision ratios for registered Interns:

For every 10 hours or less of client contact, one unit of supervision is required for that week.




If more than 10 hours of client contact in one week, then 2 units of supervision is required.

If an MFT Intern fails the CA Law and Ethics exam..

they will need to take a 12-hour CE course in CA Law and Ethics to renew their intern registration.

Retaking the CA Law Exam:

An intern can retake the exam as many times as it takes within the 6-year maximum length of intern registration.
