an old parliamentary device for speeding business on the floor.
quorum
majority of the full membership.
engrossed
the process of printing a bill in its final form.
filibuster
an attempt to talk a bill to death. in the senate talking for as long as you can so people will just vote no.
cloture
limiting debate
veto
refusal to sign a bill.
pocket veto
if congress adjourns its session within 10 days of submitting a bill to the president and the president doesn't act the measure dies.
