Philadelphia Convention
Congress calls meeting in Philadelphia in 1787

What did congress ask the delegates to do during the Philadelphia Convention?
They wanted them to improve the Articles of Confederation.
Did the Delegates accomplish what congress asked them to do? Explain.
No, they ended up writing a new plan for congress to approve, also known as the Constitution.
In what ways were the delegates at the Philadelphia Convention a representative of the American People?
They were in the American Revolution. Most were leaders in their states.
In what ways were they not representative?
They were all men...so women didn't get much of a say in government, so technicality their not representing ALL of the American people.
What rules did the Framers establish during the convention?
1. wouldn't try to find ways to improve the Articles of Conferderation since the problems were already too serious
2.Keep record of what they said secret for 30 years
3.give each state one vote, no matter what the population
What was the purpose of these rules?
This way Congress wouldn't find out what they said, each state would have equal power, and try to establish new rules for the people instead of fixing the Articles.
What basic ideas did Framers agree should be in the Constitution?
1.the national government should have limited powers
2.should protect fundamental rights
3. promote the common good
4. a republican form of government was needed
5.a system of powers and checks and balances was needed to prevent the abuse of power

What is the difference between equal representation and proportional representation?
Equal representation is when each state gets equal number of representatives, but proportional representation is how many representatives you get based on population.
Why did the small states want equal representation?
They feared the larger states would have more control over the national government.
Why did the large states want proportional representation?
They thought states with more people should get more votes.
How did the Great Compromise or (Connecticut Compromise) solve the conflict about representation?
Each side received a little and each side gave up a little.
What did the small states and large states gain as a result of the Great Compromise?
The large states would have SLIGHTLY more influence over taxes and spending. The small states could check the large states by rejecting bills.

In what ways were the economic interests of the Northern and the Southern states different?
The Southern states were very agricultural. The Southern States grew things like tobacco, cotton, and indigo, which are cash crops.

The Northern States were small farm owners, fishers, merchants, or bankers.
What was the position of the Northern states on the issue of the tariffs?
They believed it was necessary for their businesses to succeed. If there was a tariff on British goods it would make them cost more so people would be more likely to buy goods from their own country.
What was the position of the Southern states on the issue of the tariffs?
They thought it unfairly favored the North. They thought Britain may also place their own tariffs on agricultural products grown in the South, which would have trouble making money.
What was the position of Northern States on the issue of Slavery?
They were against it.
What was the position of Southern states on the issue of Slavery?
They were for it.
What compromise did the Framers reach on tariffs and slavery?
The congress shall have the power too...

What reason did the Framers have for compromising on the issue of slavery?
This was the South's main import. They probably figured it would be tough just to end slavery right there then there would be no one except the owners to work on the plantations. Since they said they would wait until 1808 it would ease stress on plantation owners and they could maybe get rid of their slaves gradually.
