Commission has responsibility to develop medium term strategies, draft legislation, arbitrate in the legislative process, represent the eu in trade negotiations, make rules and regulations (e.g. competition policy); draw up the budget of the European union, scrutinize the implementation of treaties and legislation.
Meets every Wednesday in Brussels.

Before treaty of Lisbon executive power was held by the council, it coferred these power to the commission to exercise, but theoretically was able to exercise them directly or impose the conditions on their use. After Lisbon the commission exercises its powers by virtue of the treaties. But European council still has the power over foreign policy.

Ordinary legislative process.

Has the right on legislative initiative, no legislative act is allowed on common foreign and security policy.

Council, parliament and public petition can request legislation.

Enforcement

It is the commissions responsibility to ensure enforcement through member states and its agencies. Also has the responsibility for the implementation fo the EU budget (have it spent correctly). It does so by potentially taking members and instutitions to the court of justice also it attends meetings of international organizations and represents the Union
