English Roots
Towns and cities would rely on watchman who performed night watch, they would watch for thieves and fires.
Bow Street Runners
Henry Fielding attracted dedicated officers to serve patrolling streets leading to London. First attempt at patrolling streets in London became known as Bow Street Runners.
The New Police: London Metropolitan Police
They were uniformed, resembling military oraganizations and adopted a military style, became a model for police forces worldwide. They were not immediately accepted population saw them as an occupying army.
The Frontier
This was the backwood area where outlaws and bandits would group together, this lacked police forces to people resorted to vigilantism (taking matters into one's own hands)

Inventions like the telephone, automobiles, and radios impacted police because it gave them powers and high mobility and were able to maintain communication.

Disorder: Respond to violence; Crime: Crime precedes creation such as recording every inccident that day and creating some map for next days patrol; Class: Ruling class vs. poor; Urban: Follow population growth. There is no one model of policing.

These riots occured because promises that had been made had not been fulfilled and they ended up ruining thier own neighborhoods, country started paying attention.
Ominibus Crime Control and Safe Streets Act
Wanted to focus on 4 things: 1.Focus on professionalization of police, 2. Create standardized training, 3. Infuse policing with technical knowledge, 4. Involve the community.
Wickersham Crime Commission
Commissioned by the government they investigated the problems associated with Prohibition and decided lack of perfessionalism and criminal corruption so they introduced treatment and rehablitation.
Science of Policing
1974: Kansas City Preventative Patrol the idea was that when people see cops they feel more safe so they split up 15 districts 5 with 3 times as many cops, 5 with no cops, and 5 with same amount as normal and there was no change.
1981: Newark Foot Patrol the idea was for the police to ge tout of the patrol cars and get into the community.
1999:Weed and Seed was going into neighborhoods and taking out bad things, people, and planting programs, community got mad cause of to much control.
1998: Community Policing in Action was just trying to get the community involved.
