Interoperability
The ability of two or more systems or components to exchange information and to use the information that has been exchanged (IEEE Glossary)
Two levels:
Syntactic interoperability: base level – data can be exchanged in an agreed-upon manner
Semantic interoperability: exchanged data can be understood correctly by both systems
Service Oriented Architecture
Services can be exposed outside the organization (i.e., governmental unit)
If trusted, others can use the data and logic of those services to perform creative tasks never envisioned by the service creators
Example: Dept. of Rehabilitation exposes service providing data on incarcerated prisoners
BMV uses that data to revoke driving privileges

unearmarked, centralized $ not out of own budgets
Fed/ste when perceived to be in agency's own self interest
