 Continue to open up the economy (or not?)
 Loosen restrictions on the press
 Loosen restrictions on public expression (esp. on women)
 Give greater control (or, at least, oversight) over security forces & police to the majlis and to the President
 Try to nudge judges toward more tolerance
 Improve relations with the West
 especially, but most controversially, w/ the U.S.
 Eliminate (or, at least, regulate) the Council’s ability to screen candidates for office
