Relapse
When an addict goes back to drugs treatment needs to be increased, not withdrawn
Detox
Rehabs must have a formal (structured) relationship with drug detox centers where it can send relapsed addicts/clients
Humiliation
No more humiliation in the name of therapy. It does little other than humiliate
Psychological Counseling
Rehab counselors must be trained to recognize and treat the multitude of addicts with psychological disorders and have the ability to refer them to intensive additional care as needed.
Case management
Cities must create a comprehensive case management system to guide addicts through the "maze" of programs and services. Case managers should represent the addicts in the overall system not just one particular program
Oversight
Government agencies who fund programs must make sure that addicts are receiving comprehensive and effective treatment.
Funding Priorities
Federal funds and efforts must shift from drug interdiction abroad to drug rehabilitation at home.
