Because people worried that the glitter of American society was false. They worried that it was covered with a thin layer of gold. Gilded means coated in gold.

It created the Civil Service Commission. Jobs had to be applied for rather than getting them through the spoils system.

It was supposed to keep business from limiting or destroying competition. It actually was used to rule against the unions and not businesses since judges favored trusts.
