ENROUTE SPIEL
When the tones come in I will go to the printer meet with my engineer and identify the fastest safest route to incident. I will then don my PPE, hit en-route, make sure my firefighters are dressed and seat belted before we leave the station. En-route I will switch to the proper radio tac channel, evaluate traffic and decide if we need to alter our course based on conditions. During this time I’m thinking of the dispatch location, is it commercial, residential, high rise, industrial, etc. Are units assigned to the call the normal units for the incident location or are units coming from a distance with longer response times. What kinds of hazards will I face, is the building going to be occupied, based on time of day I determine the rescue profile. Is there a header showing or any other indicator the incident is HAZMAT or some other type of emergency. Is weather going to be factor? Do I have a preplan? If so what does it say? I will use the map to identify my primary and secondary hydrants and a level 2 staging area.

ARRIVAL SPIEL
On arrival I will observe the fire as we approach. My engineer will slowly drive by the structure allowing me to see 3 sides and position the apparatus at safe distance out of the collapse zone enabling us to make an offensive attack while leaving room for the truck company. My crew will establish a primary water supply.

Size-up is on going, my Brief Initial Report would be DISPACH AND ALL INCOMING UNITS, ENGINE_____ IS ON SCENE AT _# ADDRES, ESTABLISHING STREET NAME COMMAND TO THE ? SIDE OF A BUILDING DISTRIPTION. WE HAVE CONDITIONS SHOWING FROM LOCATION. WE HAVE ESTABLISHED A WATER SUPPLY AND PULLING LINES FOR AN OFFENSIVE ATTACK. ALL UNITS CONTINUE AND STAGE. THIS WILL BE A WORKING FIRE.

Declaring a working fire will respond EMS supervisor EMS1, Air Resource 1 for rehab, PIO, and the chief of training to act as a safety officer, since there is not safety officer or PIO on scene, I as the IC am responsible for all command staff functions. Given that all my enroute units are likely to be used and this is Las Vegas where it is hot and we can go through crews quickly, I would request a 2nd alarm, DISPATCH STREET COMMAND, STRIKE A SECOND ALARM, HAVE THEM RESPOND TO LVL 2 STAGING AT _____&______ WITH THE FIRST DUE ENGINE ENGINEER TO BECOME STAGING AREA MANAGER. ALSO GIVE ME A SECOND TAC CHANNEL FOR THE 2nd ALARM UNITS. ALSO SEND ME NEVADA POWER & SOUTHWEST GAS
WAITING FOR UNITS
During this time my firefighters have established a primary water supply, taken an attack and backup line to the door, and placed a blower. Once I have an exhaust opening I will begin a coordinated fire attack with PPV.

While I’m initially on scene I must decide if I remain in a command position or go interior and take command mobile. If there was a viable rescue situation I could disregard two-in-two out and take my two firefighters interior to perform a rescue.
2nd ENGINE
• Assign 2nd in Engine Company with my crew to the ________ and become division ____ or Interior Division.o As a division supervisor that captain knows he is responsible for everything on that floor. Their tactical objectives are to locate, confine, and extinguish the fire, check for extension, and perform a primary search. They will also assess the evacuation needs of their division.
3rd ENGINE
• 3rd Engine will establish a SECONDARY WATER SUPPLY and take attack lines/high rise pack to the _____ floor and become DIVISION ______ (above the fire floor).
o As a division supervisor that captain knows he is responsible for everything on that floor. Being on the floor above the fire this will mainly entail evacuation, primary search, and checking for extension. If they have fire spread to their floor, they are to locate, confine, and extinguish the fire, and check for extension.
1st TRUCK
• Assign 1st truck to VENTILLATION GROUP / ROOF DIVISION
o Their tactical objectives are to coordinate PPV with Division ____ making sure they have an adequate exhaust opening near the fire. The engineer will position the aparatus at the __ __ corner of the building for roof top operations if necessary. As a group supervisor, they know they can move about the structure to obtain their objectives.
o OR
o Their tactical objectives are to position the truck for roof operations at the ___ ___ corner, ladder the building with 2 means of egress and perform vertical ventilation as close to the seat of the fire as safely possible. They will coordinate their efforts with the other division leaders to ensure the firefighters below have improved conditions.
HR44/CBRN 8
• HR44/CBRN 8 will be RIT.
o They will give me a 360* of the building, secure utilities, soften the building from the outside making it safer for our firefighters. They will report a safety concern to command and prepare for potential FF rescue operations.
1st Rescue
• 1st Rescue will be MEDICAL GROUP.
They will prepare for the treatment and transport of any injured firefighters.
EVACUATION GROUP
Their tactical objectives are to activate the fire alarm to work with the division leaders to EVACUATE all civilians from the structure.
SEARCH GROUP
Their tactical objectives are to perform a primary search of the entire structure. This will be a rapid search to ensure all civilians are out of the structure.
2nd ALARM 1st Engine
Assign 1st due engine company engineer to staging area manager, the captain to safety officer, have the firefighter collect passports & assist with personnel tacking, and the paramedic assist with monitoring radio traffic.
EMS1
Assign to EMS BRANCH DIRECTOR, they will be responsible for FIRE MEDICAL AND EMS GROUPs. I’ll Order an AMR STRIKE TEAM of 5 ambulances and a supervisor to act as Strike Team Leader to transport civilain patients. This will help me keep from exceeding my span of control.
2nd RESCUE
- assign to EMS GROUP- tactical objectives are to prepare for the triage, treatment, and transport of any civilian patients.
EXPOSURE GROUP
I am going to assign ENGINE _____ to EXPOSURE GROUP. Their tactical objectives are to use 2 ½” hose lines and master streams to protect the _____ side exposure and prevent the fire from spreading.
A,B,C,D DIVISION
I am assigning ENGINE _____ to A DIVISION. Their tactical objectives are to locate, confine, extinguish the fire, and check for extension. They will also give me a primary search and evacuate any ambulatory civilians.
RESCUE Group
I am going to assign ENGINE _____ to RESCUE GROUP. Their tactical objectives are to rescue and remove from danger the civilians on the _____ (location). They are to coordinate their rescues efforts with DIVISION ______. They will then bring the patients to EMS GROUP for triage, treatment, and transport.
CAAN REPORTS
During this time I will monitor the progress of my units. I will get CAAN reports at regular intervals. A CAAN report consist of a division or group supervisor letting me know what the CONDITIONS are their area, they will also tell me what ACTIONS they are taking so I can measure their progress and achieve my benchmarks of PRIMARY, WATER ON THE FIRE & KNOCKDOWN, SECONDARY ETC. They will tell me their AIR SUPPLY so I can know when to rotate crews, and finally they will tell me of any NEEDS they may have so I can supplement them with additional resources if necessary.
PAR
Firefighter safety is paramount. Anytime I have a SERIOUS change in conditions, I want to use EMERGENCY TRAFFIC to inform my crews. I will say emergency traffic, dispatch will repeat sound the stead alert tone. I will then give the message. ALL UNITS FROM COMMAND WE HAVE HAD A PARTIAL COLLAPSE ON A-B CORNER OF THE STRUCTURE.
I will then conduct PAR which stands for PERSONNEL ACCOUNTABILITY REPORT. All crews will report in when called and inform me that all their personnel are accounted for and that we NO missing or injured firefighters.
RISK ANALYSIS
As conditions change I am always performing a RISK ANYALYSIS. Is the RISK to my firefighters worth the benefits to any potential civilians? I will RISK A LOT TO SAVE A LOT, RISK A LITTLE TO SAVE LITTLE. Since I may have civilians inside I will going to continue to pursue an aggressive interior attack.
STATUS ALERT
Whenever one of my firefighters goes missing we perform a status alert. Only I as the IC can call a STATUS ALERT. “Dispatch Charleston Command, give me a Status Alert for the firefighter from E8.” They will then sound alert tones followed by “Status Alert for the firefighter from E8”. Then there will be silence for 15 seconds where everyone knows not to transmit while we wait for word from the missing firefighter. If nothing is heard I will terminate the status alert and call a MAYDAY.
MAYDAY
Whenever a MAYDAY is called, dispatch will automatically respond the closest two engines and the closest truck company. Since RIT operations are man power intensive I am going to call for a 3rd ALARM. I transmit to all units that we are now in firefighter rescue mode. All units will continue operations as originally directed. RIT and the down firefighter will stay on the same radio channel. All other units will switch to a new radio channel.
I am going to activate HR44 as RIT ONE. Their objectives are to locate and rescue the downed/missing firefighter. I will obtain a LUNAR report. The firefighter or his crew will tell me his Location, Unit, Name, Assignment, and any tools needed for Rescue. I will assign Engine ____ to assist RIT ONE. Their objective is to take an attack line and provide suppression support for the RIT team. Finally I will order the down firefighters crew out of the structure. They have already used part of their air supply, they’re emotionally involved, and I don’t want them to become injured or trapped while trying perform a rescue.
TRANSFER OF COMMAND
My transfer of command takes place face to face. Currently my most pressing issue is _________. When we arrived we have _______. My IAP was an aggressive interior attack coordinated with ventilation. We had ______ occur. The fire is now _____. My assignments are all listed here on the tracking sheet. All personnel are accounted for. We have a RIT/Rescue/Collapse which is being handled. Once the fire is under control we were going to begin salvage & overhaul operations, bring in fresh crews, and begin an arson investigation.
