The Jacksonville Fire and Rescue Department (JFRD) provides fire protection
service for the Department of Corrections (DOC) facilities
located within their
jurisdiction which includes the Pretrial Detention Facility (PDF), Montgomery
Corrections Center (MCC), and Community Transition Center (CTC)
An aggressive fire prevention program
is the first line of defense against fire in a
facility
Components of the plan include, but are not limited to

  • Routine inspections to detect and eliminate unsafe conditions
  • Annually, the Security Sergeant of each facility arranges with the
  • JFRD Fire Safety Inspector to conduct an inspection of the facilities
  • If a revision is deemed necessary, the plan will be updated and distribution will be
  • A quarterly inspection and testing of equipment of the facility is
  • conducted by the Security Lieutenant or personnel
  • A monthly inspection of the facility is conducted by the Security
  • Lieutenant or other designated personnel to ensure compliancewith safety and fire prevention standards;
  • A weekly fire and safety inspection of the facility is conducted by the Security Sergeant
DOC personnel will ensure that all fire safety equipment on their assigned post
is clean, free of debris, and ready for use daily

DOC personnel will not place anything on, under, or in front of
any fire safety equipment
Any evacuation will be handled as outlined in
Corrections Operational Order 11.04, Evacuation
class
"A
fires includes any combustible solid material except burning metals.


Class "B"
fires includes any flammable liquid or gas. Examples of Class "B" fires are gasoline, propane, natural gas, etc
.
Class "C"
fires are electrical fires.

Class "D"
fires are flammable metals such as magnesium. Class "D" fires are extinguished by use of a “Purple K” Class “D” fire extinguisher

Class “K”
fires are flammable cooking media such as vegetable or animal oils and fats
Priorities will be given to the following

  • Safety of human life;
  • Protection of property and fire control; and
  • Identification and arrest of person(s) responsible for setting the fire
Depending on the seriousness/extent of the fire, it may not be necessary for the PDF to activate the nearest fire alarm box
because by activating it, the elevators home to the first floor and the responding officers are required to proceed up the flights of stairs to the affected area
The fire alarm box also activates the ventilation fan system which should only be activated
when determined by the Watch Lieutenant or JFRD personnel
The on scene supervisor will ensure

  • Sufficient assistance is available before entering the affected area;
  • All fire safety equipment is donned prior to entering the affected area;
  • Corrections officers do not enter the affected area alone;
  • Corrections officers not place themselves in danger either fighting the fire or moving inmates alone
  • Corrections officers use the "buddy system" and pair up to make every effort to extinguish the fire; and
  • JFRD is contacted (if necessary
The on-scene supervisor will leave the area only
if life-threatening conditions exist or if properly relieved by higher authority, or JFRD personnel
The area supervisor or his designee will notify

  • The Division of Health Services (DHS);
  • Intake/Transfer/Release ITR at MCC & CTC.
  • Assign a corrections officer to begin recording (serve as a scribe
  • Assign a corrections officer to unlock the appropriate door (stairwell door if applicable) to allow the responding personnel access to the
  • Respond to the affected area with a portable radio, flashlight and SCBA. Assess the situation, and decide if evacuation is necessary
  • . Upon arrival of JFRD, brief them as to the current status of the emergency and turn fire control over to JFRD
The on-scene supervisor will designate who will notify JFRD via telephone (911) based on
location of the fire and proximity to a phone
JFRD shall be escorted to the affected area
by an Intake Officer or other authorized officer
PDF Public Reception will temporarily suspend
sending visitors upstairs for visitation on any of the floors until the situation is deemed under control
Support Staff Officers will only respond to a dril
if it is called in their area and they are working in the affected area
If Support Staff personnel respond
they will use full gear

Sergeants shall not respond to another sergeant’s area of responsibility for any emergency
(with the exception of the Operations Property Sergeant) unless instructed to do so by the Watch Lieutenant or higher authority
After JFRD and the Watch Lieutenant declare the area safe, the area supervisor will ensure that

  • All Sheriff’s Office Personnel, visitors, and inmates are accounted for;
  • The affected area is cleaned utilizing inmate labor and ready to be re-occupied;
  • Inmates are returned to their assigned areas and a lockdown/wristband check is conducted
  • Inmates are re-assigned if their assigned area sustained extensive damage and is not safe to occupy;
  • All equipment used is accounted for;
  • Cops More General Report is completed documenting the incident,
  • Coordination with the Building Maintenance in recommending and implementing necessary changes or repairs to the automatic fire/smoke detection system due to observed failure in the system
After JFRD and the Watch Lieutenant declare the area safe, the area supervisor will ensure that

  • All Sheriff’s Office Personnel, visitors, and inmates are accounted for;
  • The affected area is cleaned utilizing inmate labor and ready to be re-occupied;
  • Inmates are returned to their assigned areas and a lockdown/wristband check is conducted
  • Inmates are re-assigned if their assigned area sustained extensive damage and is not safe to occupy;
  • All equipment used is accounted for;
  • Cops More General Report is completed documenting the incident,
  • Coordination with the Building Maintenance in recommending and implementing necessary changes or repairs to the automatic fire/smoke detection system due to observed failure in the system
Fire Emergency Drills

  • Personnel will respond with full equipment using the same access routes and procedures as if an actual fire emergency exists
  • Notification of outside emergency personnel as indicated in Article III, C and D will be simulated.
  • Fire drills and emergency evacuation drills will be held at least monthly on each shift at each facility
  • In each of these drills an inmate evacuation, when applicable, is Each drill will be documented on an Emergency Drill Response Record (P-0157)
It is important that each member within the DOC be knowledgeable
in the proper methods and use of fire and life safety equipment
Improper use can sometimes place the user
in a more dangerous situation
All employees of the DOC will receive annual
refresher training on fire safety and evacuation procedures
