Safe Altitudes 91.119
Except when necessary for takeoff or landing, no person may operate and aircraft below the following altitudes....
(a) Anywhere. An altitude allowing, if a power unit fails, an emergency landing without undue hazard to persons or property on the surface.
(d) A helicopter may be operated at less than the minimums prescribed in paragraph (b) or (c) provided each person operating the helicopter complies with any routes or altitudes specifically prescribed for helicopters by the FAA
91.17 Alcohol or drugs
(a) cannot act as crewmember..
(1) within 8 hours of the consumption of alcohol
(2) while under the influence of alcohol
(3) while using any drug that affects the person's faculties in a way contrary to safety or
(4) while having a BAC of 0.04%
