Modifiers are "reasonably, appropriate, potentially" so not strict, definitive terms. They are included when they would: 1) allow professional judgment on the part of the psychologists 2) eliminate injustice or inequality that would occurr without the modifier 3)ensure applicability across the broad range of activites conducted by psychologists and 4) guard against a set or rigid rules that might be quickly outdated.
