3-6/030.00 OPERATIONAL PERSPECTIVE


Severe storms or recurring periods of heavy rainfall may create hazardous situations within Los Angeles County. In most cases areas susceptible to flooding or mud-flow have been identified. Storm related problems range from flooded roadways to mud-slides capable of destroying homes and lives. Response actions may include:



1. Traffic direction and road closures.


2. Access Control.


3. Rescues.


4. Evacuation and shelter.


5. Station/Facility relocation.

a Small isolated debris and mud-flows possible at specific locations. Streets may be flooded or blocked by debris. Reports of debris on private property may be received. Few, if any, structures may be endangered.

Phase One

3-6/040.00 INTENSITY LEVELS

The potential exists for significant debris and mud-flows to be widespread over specific areas. Streets may be blocked and considered unsafe for travel. Many structures could be endangered by debris and mud-flows. Extreme caution should be exercised below uncontrolled canyons due to sudden debris and mud-flows." Evacuations must be accomplished as quickly as possible to reduce the risk to emergency personnel in the endangered area. The public and field personnel should be warned of the danger of sudden mud-slides.






Phase Three

3-6/040.00 INTENSITY LEVELS


Moderate debris and mud-flows possible at more widespread locations. Some streets may be completely blocked by debris. Depending on location and terrain, some structures will be endangered by mud-flow.



Phase Two

3-6/080.00 ORGANIZATIONAL DUTIES AND RESPOSIBILITIES


If a station area or Departmental facility is affected by a pre-identified flood hazard, the Unit Commander shall:



1. Ensure that appropriate operation plans are created and maintained, and that all involved personnel are made aware of their responsibilities in a flood situation.

2. Interact with the Emergency Operations Bureau for current reference data and planning direction, as required.
