Mandate

The authority to govern granted to the winning party at an election by the voters.

Electoral manifesto

A statement produced by a political party at election times saying what policies it intends to implement if it gains power.

The doctors mandate

This implies the government has authority to use is judgement on unforeseen circumstances like a surgeon would when facing complications.


This is not a blank cheque because parliament is there to ensure the government sticks to its manifesto commitments (or explains why it didn't)

This is the name of the suggestion given that the mandate given by the electorate is fit the government to carry out the measures in their electoral manifesto.


In coalition however this doctrine is diminished severely as the coalition have no idea what deals will be struck.
