Cooperation has focused on maximizing exogenously given preferences and ignores culture. Legro – domestic level cultural explanation of preferneces – bureaucracies constitute pref that need not correspond to intl circumstances. Waltz – state action is calculated based on its situation in anarchy – relative advantage in intl distribution of capabilities. BOP. Legro – also not just identities which can remain constant for a long time. Combination of culture and structure.
