Poverty was caused by...

Poverty
Many upper class citizens believed that it was the peoples fault that they were in poverty and that they should do something about it
The government believed in 'lassiez-faire' (less is more) and said that they couldn't help as the poor would become more dependant
Liberal reforms
School meals act- local councils had the option to give free school meals to children who couldn't afford them. This was put in place when they discovered that children would take in more if they had eaten
However many local councils didn't provide them.
Medical inspections were given to all children. However they did not treat the kids
The old age pensions act was introduced for people over 70. They were paid 25 pence a week.
The Beveridge report
In 1942 William Beveridge published the Beveridge report. He proposed a new system of social security which would include everyone and provide benefits from the "cradle to the grave"
He argued that there was too much poverty in Britain and this was a serious problem.
He wanted the government to take action and attack what he called the five giants
•want-poverty
•idleness-unemployment
•ignorance-poor education
•squalor-poor housing
•disease- poor health
