Define a restricted speed signal
'R' light on departure/start signal that can be signalled to allow restricted movement.
40kmph max speed, but able to stop with half visible line ahead.
Used when signal is unable to be cleared.
An 'R' light is used when signal unable to be cleared due to:
# Dropped Track (axle counters not restoring due to miss count or failure)
# A disabled train being in the affected section and assistance is being provided in following direction
# Trains being "stacked" (passenger trains parked together awaiting loadings near stadiums etc)
'R' light is interlocked so can only be cleared if:
# Interlocking is set correctly for the movement
# Movement into the section is in the same direction as the previously cleared movement
# Opposing signal not cleared
