The goal for political parties is to win office so as to exercise power, not just run for office.

A party organization that recruits voter loyalty with tangible incentives and is characterized by a high degree of control over member activity.
Emigration from Europe fueled the development of Political Machines in America by gaining their the voters loyalty with incentives such as jobs and and favors.
Candidate-centered politics
Politics that focuses on the candidates, their particular issues , and character rather than the party affiliation.
Candidate-centered politics is the result of post-WW2 to move away from strong parties.
