These powers are listed in the constitution. Ex currency power taxes and bankruptcy law

Things congress has to do to be able to do their jobs.

Congress can make any law that is necessary and proper

President signs the bill and it becomes a law.
Ways a bill cannot become a law
The president vetoes it and the Congress cannot override the veto
The president pocket vetoes it and if congress is not in session for 10 days the bill dies
If they do not like it when it's edited they can pigeon hole it
Standing committee can pigeonhole it
When compromise goes back for the vote they can kill it
