Differing needs and interests
Diverse population that is not able to agree on common interests
Eg: transport
Impossible to meet everyone's needs and interests
Differing Priorities
These difference could be due to what they perceive as important to lead a happy and fulfilling life.
Eg: affordable healthcare, good education and clean environment. However, some may disagree on which are the government should prioritise.
Unequal sharing of cost
When decision is made, some individual or groups will have to bear created costa than other (trade-offs)
Eg:residents living near expressways may be heavily affected by the noise generated from the traffic
Eg: the Not In My Backyard (NIMBY) syndrome. The situation is more difficult due to the limited amount of land in Singapore--- facilities would be built near where some people live.
