How a bill becomes a law |
1. introduced- in either house or senate(exception- all appropriations/tax bills must start in the house) 2. bill assigned a name/number- either H.R. or S. with number and short title 3. in the house, bill put into hopper, senate bill given to the clerk of senate 4. bills are either public or private- public one deals with nation as a whole...private one deals with an individual or organization...examples of each? 5. more bills die in committee than make it through the entire process. 6. in the process, bills may have riders attached(AKA earmarks)...often referred to as pork barrel legislation 7. sometimes bills may be joint resolutions- have same effect as laws do and go through same process...used to propose amendments and for special circumstances. 8. concurrent resolutions- passed by both senate/house, deals with a procedure, not signed by president |
