-means that democratic rights and freedoms must be accorded to everyone on the same basis. -concerned with the distribution; no one gets more rights and freedoms than others. |

Equity
|
-means fairness.
-a political system must give people at least a reasonably fair chance to participate in politics without prejudice to gender, race, religion, etc. -on an economic level means increasing fair opportunities to increase ones wealth. |

Rule of Law
|
-the principle that the power of the state and its officials must be limited by the law and that no one is above the law.
-"a government of laws, not of men." -requires a constitution and independent judiciary. -based on values, and one of its main purposes is to ensure the implementation of those values. |

Popular Sovereignty
|
-the idea that the people determine how they are governed.
-the people are the source of the state's legitimacy. -deals with participation and accountability. -Without popular sovereignty, democracy would not exist. |

Representative Democracy
|
-the people elect state officials to represent them and make decisions on their behalf.
-the minimum form of popular sovereignty. -important because people need to vote in order to make their voice heard. |

Polyarchy
|
-means "rule by the many"
-coined by Robert Dahl -large-scale democracies, governing entire countries. -elite decision-making with mass participation, meaningful competition for power, and the accountability of the governing elites to be governed. |

Democracy
|
-a system of government that consists of certain core values, the rule of law, popular sovereignty, guaranteed rights and liberties, and the economic well-being of the populace.
-Democracies are a work in progress, and can be changed by the efforts of citizens and governments unlike dictatorships that resist change. |
