Preamble

Elastic clause
The constitutional clause that gives Congress authority to "make all laws which shall be necessary and proper" to carry out its powers.

A system in which judges cannot be removed or have their salaries reduced for making unpopular decisions.
Precedents
A court used as a guideline in deciding similar cases.
Judicial review
The power to review an action of the legislative or executive branch and declare it unconstitutional.
Federalism
The division of power between the federal and state governments.
Delegated powers
Powers reserved to the states.
Reserved powers
Any power that is not expressly granted to the national government would remain with the states and the people.
Concurrent powers
The powers delegated to Congress are not denied to the states.
Supremacy clause
A clause that affirms that the Constitution and federal laws are the supreme law of the land.
