Deterrence

Refers to the prevention of criminal acts by making examples of individuals convicted of crimes

Retribution

Effort to make the punishment as analogous as possible to the nature of the Crime

Grants citizenship in the United States and allows citizens to vote, and was proposed in response to issues related to former slaves following the American Civil War.
