Athens became a leader of the league and gained more power; it started treating other members of the league like conquered people instead of allies.
What problems might have resulted from Athens' treatment of league members as conquered people?
Members might become resentful and rebel, possibly wanting to take control of Athens; they might not help Athens fight other enemies and allow them to stand alone.
