Medical Services Bureau will provide sick call to all Custody facilities, Monday through Friday. Urgent and emergent services will be provided on Saturday, Sunday, and holidays. The Inmate Reception Center is
excluded since inmates are medically screened as they are processed into the custody environment.
5-03/050.05 MEDICATIONS BROUGHT INTO FACILITY BY INMATE, INMATE'S FAMILY, OR DESIGNATED REPRESENTATIVE
Custody personnel shall contact the on duty supervising
nurse or pharmacist to receive the medication for processing.

The first CPR and/or first aid trained personnel on scene shall take over the application of emergency medical attention if untrained persons have started CPR and/or first aid, Custody personnel shall not

Sheriff department is provided a list of methodone providers from Los Angeles County Department of Health Services. These providers must be cleared by each

Inmates shall not be deprived of the possession or use of any orthopedic or prosthetic appliance if the appliance has been
prescribed, recommended, and/or fitted by a physician.

If the concerned division chief has probable cause to believe possession of an orthopedic or prosthetic appliance constitutes an
immediate risk of bodily harm to any person in the facility or threatens the security of the facility, the appliance shall be removed. When an appliance is removed, the inmate shall be examined by a physician within 24 hours of the removal.
5-03/080.00 MEDICAL AIDS Medical Prostheses
If the appliance is not returned, the concerned division chief shall inform the physician and the inmate of the reasons for this action and provide the inmate with a the proper form to petition the
Superior Court, pursuant to the Penal Code, section 2656, "Orthopedic or Prosthetic Devices."

Inmates shall not wear or possess street type tennis shoes, i.e. Nike, Adidas, Reebok, K-Swiss, etc., unless prescribed or approved by
a Sheriff’s Department doctor. Court orders regarding orthopedic shoes for inmates shall be reviewed by the Chief Physician of Medical Services Bureau or his/her designee.
5-03/100.00 INMATE DETENTION AT HOSPITALS
The primary responsibility for the inmate’s security shall rest with the custody facility of origin. Exceptions will be made in situations where an inmate housed at a
North County facility is hospitalized in a South County hospital (or vice versa). In these circumstances, the following shall apply:

5-03/100.00 INMATE DETENTION AT HOSPITALS
Upon arrival at the hospital, the deputy shall contact their watch commander and confirm that they have
arrived, the room or location of the inmate, report if all required equipment is operational, and that the inmate is secure. The deputy shall also contact hospital security and inform them of the room number where the inmate is housed.
5-03/100.00 INMATE DETENTION AT HOSPITALS
While at the hospital, the deputy providing security shall ensure that the inmate is secured to the bed with handcuffs and/or the issued leg chain. Should it become necessary for the inmate to move
both of the inmate’s feet shall first be secured with the issued leg chain. If one of the legs cannot be secured for medical reasons, then the leg chain shall be attached from one leg to the opposite hand with the minimum amount of slack necessary to allow movement.
5-03/100.00 INMATE DETENTION AT HOSPITALS
Deputy personnel shall not allow the inmate to make or receive phone calls or visits from friends or family at the hospital. If friends or family attempt to visit the inmate, the deputy shall
advise them that the inmate may not receive visits. If the visitors refuse to leave, the deputy shall notify hospital security immediately and ensure that the visitors are removed.
5-03/100.00 INMATE DETENTION AT HOSPITALS
If an attorney or clergy attempts to visit the inmate, the deputy shall delay the visit and notify their facility supervisor immediately. Their supervisor shall inform the attorney or clergy that
the visit shall be allowed only with the understanding that the deputy will remain in close proximity and that confidentiality may not be possible.
5-03/100.00 INMATE DETENTION AT HOSPITALS
Medical Services Bureau shall assist Custody, Court Services, and Field Operations Divisions in monitoring an inmate’s medical status and arranging the
transfer of those inmates from a private hospital to LAC/USC Medical Center, or to the TTCF medical building, as soon as medically feasible. As long as the inmate is officially booked or seriously ill/injured and requires continued hospitalization.
5-03/100.00 INMATE DETENTION AT HOSPITALS
If an inmate is a station or other agency arrestee, and is ill or injured, that station or agency shall
provide security until the inmate receives an “OK to book” and is transferred to a Custody Division facility, or is admitted to the Jail Ward at LAC/USC Medical Center.

If an illness or injury occurs in a court lock-up facility, Court Services Division personnel shall transport the inmate to the nearest County or contract hospital, and provide temporary security pending
notification to the custody facility of origin. NCCF will provide security for inmates in Court Services Division’s Valley District courts (Van Nuys north) TTCF will assume the rest.

Emergency Situations and Escapes
Deputies shall ensure that an emergency broadcast is initiated and that their facility is notified by the Sheriff’s Communication Center (SCC). The facility watch commander shall
ensure that a supervisor responds immediately to the location.

If the inmate is able to successfully escape from the custody of the hospital deputy, the deputy shall immediately respond to the
handling agency’s command post and provide the information packet to the incident commander.

the local law enforcement agency.

Custody facilities shall accept all approved prescription / corrective eyeglasses, as described in the Medical Services Bureau, Medical/Mental Health Procedures Manual, received during

Personnel shall NOT direct the person to
deliver the eyeglasses from one complex to another (i.e., from Men’s Central Jail to North County Correctional Facility).

If the inmate is not housed at the receiving facility, the eyeglasses shall be packaged, labeled to reflect new housing location, and placed in the receiving facilities
medical clinic or nursing office outgoing mail. A completed Inmate Personal Property Inventory sheet shall be attached to the packaging containing the prescription / corrective eyeglasses.
5-03/105.00 ACCEPTANCE OF PRESCRIPTION / CORRECTIVE EYEGLASSES
Medical Services Bureau will be responsible for the
transportation of prescription / corrective eyeglasses to and from the various jail complexes. Once the eyeglasses are transported to the appropriate facility, Medical Services Bureau shall ensure that the eyeglasses are delivered to Inmate Services sergeant.
5-03/110.00 NON-EMERGENCY OPTICAL AND DENTAL SERVICES
Non-emergency optical and dental services shall be available to all inmates who meet the following requirements
Medical services must approve the need
Must have at least 60 days of sentence left
Must have sufficient funds on the books to defrey cost

Indigent inmates shall receive non-emergency optical and dental services when:
Existing dentures, bridges, etc. are broken or in need of repair,
Prescription glasses are broken or in need of repair.

Upon arrival at a custody housing facility, female inmates shall be
screened by medical personnel and, if requested, provided a pregnancy examination.

Inmates who are deemed by medical staff to be pregnant shall receive the following considerations:

Prenatal and postpartum information and healthcare
Information pertaining to childbirth education,

When security demands require the restraint of a pregnant inmate, while either in a custody facility or during transportation, the inmate shall
be restrained in the least restrictive manner possible.

Pursuant to California Penal Code Section 6030(f), “...at no time shall a woman who is in labor be shackled by the wrists, ankles, or both including during transport to a hospital, during delivery, and while in recovery after giving birth, unless
deemed necessary for the safety and security of the inmate, the staff, and the public.”
5-03/115.00 PREGNANT INMATES
As soon as practically possible, the facility watch commander shall be notified about
an inmate who has been shackled while in labor. The details of the incident, including the reason for restraint, shall be documented in the facility log book.
5-03/120.00 MENINGITIS LINE PROCEDURES
When a suspected case of meningitis has been diagnosed in the inmate population, the facility charge nurse shall notify
the watch commander and the inmate(s) shall be transferred to the nearest contract hospital for evaluation.

The Chief Physician or his designee shall notify the concerned facility's watch commander of the following:
Name, booking, location of inmate, and necessity of restricting transfers of other inmates that were housed with him (not a quarentine just non-transfer), and names of exposed inmates to be evaluated and treated, if necessary.

Restraint devices shall only be used on inmates who display behavior which results in the
destruction of property, or pose a serious threat to themselves or others.

video recorded and a sergeant trained in the use of restraints shall be present during the entire restraint procedure.
5-03/130.00 MEDICALLY ORDERED RESTRAINT DEVICES Any incident requiring the use of restraints shall be recorded in the Watch Commander’s Log and
a memorandum to the unit commander.

Restraint devices specified in this section shall only be used on pregnant inmates or inmates suspected of being pregnant under the most compelling circumstances and then only after
consulting with medical personnel (physician or psychiatrist).

Personnel shall first establish articulable facts to demonstrate that the inmate poses an immediate threat of
great bodily injury or death to herself, her fetus, others, or who display behavior that results in the destruction of property.

The use of medically ordered restraint devices shall be at the direction of
medical personnel, and a nurse, psychiatrist or physician shall be present during the entire restraint procedure.

The Safety Chair is intended to be used for short term security, temporary control and transportation of an inmate who has been identified as

It is the intent of this policy that all inmates referred by JMET receive a medical evaluation prior to their transport to TTCF, however, no inmate shall be unduly delayed in this process. If the watch commander of the originating facility determines
that a medical evaluation will cause an unnecessary delay in the movement of the inmate, then the watch commander may authorize the immediate transport of the inmate to the IRC main clinic, where a medical evaluation shall occur.
5-04/035.00 MANDATORY TRAINING ON MENTALLY ILL INMATES
Lieutenants, sergeants, non-sworn personnel, religious volunteers, and deputies returning to Custody Division will attend the
four-hour class within their first six months of being assigned to Custody Division.
5-05/010.00 INMATE COUNTS

Each facility, with the exception of the Inmate Reception Center, shall conduct at least
one inmate count on each shift on a daily basis.
5-05/020.00 WRISTBAND COUNT
Each facility, with the exception of the Inmate Reception Center (IRC), shall conduct a daily wristband count during the
latter part of the evening shift, or the beginning of the early morning shift.

When conducting this count, wristbands shall be compared to
facility records (JRC's), board tags, computer printouts, etc.) to verify inmate names and booking numbers.

In the event a wristband is found to be damaged, illegible or missing, the inmate shall be
removed from his housing area and kept away from all other inmates, until he has been positively identified and has received a new wristband.

If the wristband has become worn due to normal wear, and the inmate's name and booking number are still legible, a new wristband
may be made and placed on the inmates left wrist without fingerprinting him for positive identification.

When an inmate has been found to have an illegible, damaged, tampered with, or missing wristband, he shall be
positively identified before providing a replacement wristband. This shall be accomplished by fingerprinting the inmate using Live Scan, if available on site. Facilities not having a Live Scan available shall have the inmate transported to IRC for positive identification and re-banding.

Before transporting the inmate to IRC for positive identification, verify the name and booking number given by the inmate using the JRC card and/or the computer. If the information matches, place a temporary wristband on the inmates left wrist with his
name, booking number, and the designation "IRC - POS ID" on it.

If identification cannot be established, place a temporary wristband on the inmate's left wrist with just the designation
"IRC - POS ID". IRC will replace the wristband when a positive identification of the inmate has been established.

5-05/060.00 ESCAPE NOTIFICATIONS
Whenever an inmate is suspected or known to have left a place of confinement (with or without fences) without authorization, the watch commander shall ensure the following notifications are made immediately:
Major Crimes Bureau, IRC, Local P.D., Unit Commander, area Commander, facility main control, SHB ops log, CSS, TST, Aero if applicable, SCC for broadcast. All other notifications shall be recorded in the facility log.

Notification to the appropriate Superior Court Judge is required under the following circumstances:
• An inmate escapes from Sheriff’s custody,
• An inmate is erroneously released,
• An inmate walks away from a custodial work detail.
