Rough ER contains ribosomes, whereas as smooth ER does not. Rough ER is involved with the transport and production of protein and smooth ER is involved with the production and storage of fatty acids such as lipids. They synthesis lipids and proteins.

It means water attracting and is the head of phospholipids.
