Categorical Grants |
Federal grants for specific purposes, such as building an airport. The Chicago Airport was funded by a categorical grant. |

Terms set by the national government that states must meet if they are to receive certain funds. Iowa must not set Texas on fire if they want money to open their new airport. |

Doctrine holding that the national government is supreme in its sphere, the states are supreme in theirs, and the two spheres should keep separate. Dual Federalism means that Texas stays in Texas's power to do schools while the country leaves them to it unless they do wrong. |

"Necessary and Proper" clause |
Section of the Constitution allowing Congress to pass all laws "necessary and proper" to its duties, and which has permitted to Congress to exercise powers not specifically given to it by the Constitution( enumerated).
With the Necessary and Proper Clause, Congress can do more then its duties even if its not directly mentioned in the Constitution. |

The doctrine that a state can declare null and void a federal law that, in the states opinion,violates the Constitution. Nullification has never been legally upheld from the federal courts. |

State power to enact laws promoting health,safety, and morals. Iowa has police power enabling them to enact laws for safety and morals. |

Procedure whereby voters can remove an elected official from office. The voters of Iowa want to recall the governor of Iowa because he wants to start Texas on fire. |

Referendum |
Procedure enabling voters to reject a measure passed by the legislature. The voters in Iowa want to reject a measure of legislature as well. |

Waiver |
A decisions by an administrative agency granting same other part permission to violate a law or rule that would otherwise apply to it. The administrative agency granted permission for Texas to gather arms against Iowa if they have to. |
