Roosevelt provided them with weapons, ships, free materials. He also transported it for them.

The United States kept refusing to give Japan oil and raw materials, such as steel. Then Japan got a new Prime Minister who was for war against the US. They took over IndoChina then planned the attack on Pearl Harbor. After Pearl Harbor, the United States declared war on Japan, and German and Italy declared war on the US.
