1: These things were America's first constitution. These provided for a new central government under which the states kept most of their power.


2: Congress had these powers under this, conduct foreign affairs, maintain armed forces, borrow money, and issue currency.


3: This had these accomplishments, "firm league of friendship" in which each state retained "its sovereignty, freedom and independence."


4: In order to change these required the consent of all thirteen states.


5: 9 states had to agree in order to change a law.

Articles of Confederation

1: The US was going through this because after the war many plantations were damaged so the US couldn't produce products to make a profit. The US government didn't have hardly any money and the little that they did have payed for debts.

Depression

1: Daniel Shay was the leader of this rebellion.


2: Farmers were part of this rebellion.


3: These people were rebelling because they were getting land taken away and they were getting put in jail because they couldn't pay debts.


4: The rebells did not like the government and they thought it was just another form of tyranny.


5: In Western Massachusetts, the rebels forced courts to close so the judges couldn't take away their land.


6: The rebellion ended by the Massachusetts militia firing shots at the farmers and then killing four of them.


7: After the rebellion, people learned that the government couldn't control unrest and prevent violence.

Shay’s Rebellion

1: Edmund Randolph and James Madison wrote this plan.


2: This plan had a two house legislature, a chief executive chosen by the legislature, and a court system. The members of the lower house would be elected by the people and the members of the upper house would be chosen by the lower house.


3: The smaller states had problems with this plan because all states weren't represented equally and the smaller states have smaller populations so the smaller states would have less reps.

Virginia Plan

1: James Paterson wrote this plan.


2: This plan would have a one house legislature, one vote for each state, congress would have power to set taxes and regulate trade, it would have a weak executive branch consisting of more than one person. This may also be considered as just an improvement to the Articles.

New Jersey Plan

1: This convention was called together to discus trade issues and to improve the Articles of Confederation or to consider what possible changes were needed to make "the Constitution of Federal Government adequate to the exigencies(needs) of the Union."


2: George Washington changed his mind about changing the Articles of Confederation because when he heard about Shays rebellion he was convinced that the Articles needed to be changed.


3: State leaders and other important people were called to the convention.


4: All 13 states had to approve of if the Articles would be changed.


5: Only if at least 7 out of the 13 states were present, the government could not hold a conference.

Constitutional Convention

1: Definition of word: to alter; improve.


2: Sentence using word: I just wanted to amend the school policy, however the principle said that I couldn't do that.

Amend

1: Definition of phrase: A compromise between the south and the north over how they should count enslaved people.


2: This compromise was created to count enslaved people but not fully.


3: The slave states wanted to count the slaves in their population because then they would get more representatives in the government.


4: The Northern states thought the government should not count slave towards the population because slaves were legally considered property.

Three-Fifths Compromise

1: This is when Roger Sherman of Connecticut was appointed to resolve their disagreements and he made a compromise to have a two house legislature, the lower house would have representatives based on the states pop., in the upper house each state would have two reps.


2: This compromise seems fair to me because the little states are equal to the big states but the states with a higher population also have a little greater say int he government than the states with a smaller pop.
