Virgina plan
Edmund Randolph and James Madison proposed a new plan for the new government. It was a strong national government with 3 branches: legislature branch (pass the laws), executive branch (carry out the law), judicial branch {system of courts} (decided if laws were carried out fairly). The legislature would consist of 2 houses (bicameral)and the seats would be awarded by basis of the population. Larger states would have more representatives’ then smaller states.
New Jersey Plan
The small states didn’t like the Virginia plan b/c they were afraid they would be outvoted by the larger states. William Paterson from New Jersey presented a plan that would support the small states. They also had the 3 branches of government but the legislature only had one house. Each state no matter the population would have one vote in the legislature. This plan also gave the government power to tax and regulates trade.
Great (Connecticut) Compromise
Roger Sherman from Connecticut worked out a compromise. His creation was a 2 house legislature (bicameral); the members of the lower house (House of Representatives) would be elected by popular vote. Seats in the lower house would be awarded by the state’s population. Members of the upper house (senate) were chosen by state legislatures and each state no matter what its size would have 2 senators.
3/5ths Compromise (question 3)
A big issue was slavery. The southerners wanted to include the slaves in the population and the northerners disagreed and wanted slaves to be counted for tax assessment. Again they compromised they decided that 3/5 of the slaves in any state would be counted for taxes and representation. This was the Three Fifths Compromise.
