normal- no known threat indication

Alpha- a general threat of possible therrist activity installation or personal

Bravo- more predictable threat of terrorist action

Charlie- an incident has occurred or intelligence has been recived

Delta- a terrorist attack has occurred or interlligence indicates that a terrorist action against a specific location is likely
