The rules around contact with Katy had been made very explicit to Katy’s mother and her Aunt, at the time of the care order being made. My understanding is that the Comprehensive Plan of Care is an individualized plan that addresses the child’s needs in an explicit fashion and is based on standardized and culturally appropriate assessments. It is inclusive by involving the child, the child's parent(s), caregiver, extended family and aboriginal community, if the child is aboriginal, to the fullest extent possible in assessment and decision making for the child.
