If Walmart's ILC application were to be approved by the FDIC the company 'would be required to wait 3-5 years before doing any sort of banking outside of debit and credit transactions.' Following that probationary period Walmart does not have to be re-approved for any changes to its banking practices by the FDIC. (Pasha) With granting the ILC comes complete trust in the company's assurances, but why should they be trusted? Walmart has been taking over various industries for years. They offer tools, groceries, pharmaceuticals, sports equipment, clothes, household items, gas, and more. (Walmart.com) Many stores already contain independently owned banks, so why would they stop there? If one store is granted an ILC then others will soon follow
