Measures established have to allow smooth transition from one level to another when the situation starts to escalate. Commanders must preserve adequate combat power, hence, FP cannot be only focused on military forces and installations, but it must also encompass the local population as well, without jeopardizing combat effectiveness.
IO must be part of the offensive and defensive measures when making plans for FP. Local or host nation law must be taken in to consideration and if there are no legal aspects present then it has to be applied in a way that does not conflict with local traditions and values. However it must be synchronized and effectively used with other functions when possible to exploit and gain superiority against an enemy for our forces.
Doctrine defines Force Protection (FP) as: "Preventive measures taken to mitigate hostile actions against Department of Defense personnel (to include family members), resources, facilities, and critical information"(JP-02. pg-90).
