If a civilization grows food that a specie eats it will attract the animal because of their amount of food. If a civilization can't grow wheat for cows, the cows won't live there because they can’t survive there. If a civilization is able to grow wheat then the cows are easy to capture making them domesticated animals. Domesticated animals help farm, give a great amount of protein, milk, warmth from their hide, and fertilization. Food and weather control the different species that are able to live in the location of the civilization. PNG isn't able to grow wheat causing them to not be able to domesticate cows.
