I, Officer Thomas CROSS, was monitoring the traffic signals on Ohio River Blvd. while positioned on Walnut Street. At 1743hours, I observed a white box truck traveling South. The traffic control signal changed to a steady green light for Walnut Street and I observed the actor vehicle enter the intersection without slowing. It should be noted that the traffic control device on Walnut Street was a steady green light for nearly three (3) seconds. After the truck committed a violation, I observed a cell phone turn on inside the cab of the truck. I was able to get behind the vehicle and make a traffic stop on Chestnut Street. The driver, Jerome TAYLOR Jr., asked which light he allegedly went through and I explained to him that it was at the intersection
